While most likely IS a Red-tailed hawk, there are other species in the area, I believe. It could possibly even be a Northern Goshawk, but from this angle it is difficult to ID the features of plumage (Goshawk has a brown and white mottled torso), but a juvenile looks similar to a Red-tailed Hawk.
