It looked like it's wings may have been clipped and it didn't try to fly away until I got extremely close. Thanks for the suggestion!
Looks like a Diamond Dove (Geopelia cuneata). Probably an escapee as this species is a popular cage bird. http://en.wikipedia.org/wiki/Diamond_dove
