I could see it either way, actually, but my money's on scale insects. They look rather similar to the third photograph here: http://tomlinsonbomberger.com/these-trees-shrubs-are-not-for-scale/
I was peering through my old spottings and I found this one. At the time of the spotting, I thought it was an egg mass, but now I think that they can be imature scale insects. I'd like an opinion, if possible.
