Ah-ha! "Called string, hair, moss, or scum. The appearance on top of the water looks like a mat of various green colors and at times like a witches brew kind of boiling. Below the surface it looks like string or hair, even like sheets of cotton." http://www.whatpond.com/pond-building/problempond/pond-algae/ It IS hair or string algae!! :)

Hi Sarah, I don't recall seeing "hair" although it looked stringy underneath in the water. I'll upload a cropped image of it.
Hi Cindy...I found something similar. Hair Algae has the bubbles (though larger than the ones in your photo)... Do you know if your spotting had a "hairy" substance to it?
