I originally had this title lichens but it has been pointed out it is not a lichen. :-) I thought it growing out of the plant underneath it which I wasn't sure was a moss or lichen or neither. Any help appreciated!

No worries. I found it on the Hudson River Esplanade in Battery Park City (NYC). Tons of foot traffic and bike traffic but it was in an out of the way nook.

What is it? I think it's very pretty. What about the plants underneath? Moss?
