Likely male Robber Fly Efferia sp. - similar spotting here :http://www.projectnoah.org/spottings/7760217
This is a robber fly, but you'll have to do a bit of digging to narrow the ID. Start at http://bugguide.net/node/view/151/bgimage?from=0, but there are nearly 300 pages of possibilities. The first several pages are just identified as the family Asilidae. As you progress you'll find the ID narrowing a bit into genus and then species. Good luck! Let us know what you find out.
