Definitely not an emerald ash borer. This is a Japanese beetle. Here's another example that also happens to have been spotted in Wisconsin: http://www.projectnoah.org/spottings/6843449

Actually a Japanese beetle. Emerald ash borer has a different, more elongate shape and green elytra as opposed to the shiny chestnut ones here. http://en.wikipedia.org/wiki/Japanese_beetle
