This is an Ichneumon Wasp. There are many species of these wasps and it is difficult to identify from just this one photo. The "stinger" is actually a tube for laying eggs. They drill into the wood of trees and find caterpillars in which to lay their eggs. http://en.wikipedia.org/wiki/Ichneumonoidea
