It reminds me of a Harebell or a Creeping Bellflower...

Yep, not a garden. I think creeping bellflower as well.
My guess would be either Creeping Bellflower or Ladybells. They look almost identical. However, if this was not in a garden, I would lean toward Creeping Bellflower given their status as an aggressive, invasive exotic.
The leaves or stem just don't seem to be right for either of them.
