Could be "common orange lichen", but it's hard to say. The picture is not clear enough.
Thank you! I knew it was some sort of lichen. I've seen this everywhere, but I didn't know what it was.
Welcome to Project Noah Margaret! This looks like a species of crustose lichen, but I can't tell you the exact species. Lichens are very interesting organisms as they are actually a symbiosis between an algae & a fungi. You can read more about lichens here - http://en.wikipedia.org/wiki/Lichen
