Antonio, I think you're correct; the plant was cut from below and this part is what's left. Kind of cool though!
thanks for the idea,i load another photo,ampliation of the first and in the local it seems to me that it was a bush that grow alont the electrecity post and they cut it for safety by the base,until they reach him and they left the remaining that we se,that now is dead and i spotted because the bizarre way of let it like this isolated in the post
might be a sort of nest. some parakeets like the quaker (or monk)parakeet will make huge colonial nests on street poles.
