Is it a kind of Flatidae nymph (have a tail of waxy filaments)? http://en.wikipedia.org/wiki/Flatidae
The suggested ID - asian wooly hackberry aphid is only about 2mm in length.
ChunXingWong, I've corrected the color in the photo so it looked like when I saw it.
This impressed me because the insects are relatively large in size and can fly.
May I know what is it's true color? I mean it's original color underneath those white hairs. I have seen one here in Malaysia too, also about 1 inch. The one I spotted is yellow underneath those white hairs.

Yes it is about an inch. This insect flew into the bush before I managed to take a picture again.
Do you really mean 2.5 CM, that's about an inch - impressive
