It's either a juvenile Cooper's Hawk or juvenile Sharp-shinned Hawk. Looks like a Copper's Hawk to me, just based on the barring on the chest! Interesting it's eyes are already starting to turn deep orange!
This is a classic juvie Cooper's. Sharp-shinned Hawks are larger and have blotchy chest streaking as opposed to the fine streaking we see on this bird. See my link.
Merlin has a faint mustache on face whereas a falcon has a very well defined mustache In conclusion, I can rule out Kestrel and Sharp shinned for sure. That is my feed back!
Apple,the barring does not look like that of a sharp shinned hawk. To me this looks like a Coopers Hawk, Juvenile.

Ok I updated with another picture....it is hard to determine
I know I am having a hard time figuring out which it is but I was told American Kestrals are very common in the city I am in.
I'm not the best with hawks! This could also be a Cooper's Hawk (Accipiter cooperii)
Great shot! This looks like a juvenile Sharp Shinned or Cooper's Hawk. Kestrels are similar in size to a Sharpie...Beautiful!
