I'm not sure of the species of this neon-colored leafhopper but its colors really fascinates me.

There is a photo of a Leafhopper (Kolla sp. by nickybay on flickr) which is an exact match for the image shown on this spotting. I have not been able to find any scientific confirmation, but decided to give a Species ID Suggestion so that the information might be noticed by anyone who can take it further.
