Description:

completely bright red except for clear wings

Habitat:

spottedhovering over stream that ran through the road road into town

Notes:

I looks most like a large red damselfly, Pyrrhosoma nymphula, but I understand that it's an European species. I realize the phoos aren't detailed, but any help would be appreciated.
