Description:

These green bugs were hanging out on a cactus, though I have seen them on other plants. Maybe some sort of assassin bug?

Thank you Leuba! The second reference link you gave below - is dead on. The cactus this bug was on (along with several others) had a whole all the way through it from them feeding.
