This is an Argiope or Garden Orbweaver. Hard to tell from this ventral blurry shot for certain, but it is either: Argiope trifasciata - Banded Argiope, or Argiope aurantia - Black and Yellow Argiope. See here: http://bugguide.net/node/view/2007
