Description:

Amazingly tiny stink bug nymphs on a crested wheat (Agropyron cristatum) seedhead. I had never seen this before.

Habitat:

Mostly crested wheat with some Wyoming big sagebrush.

It would be pretty much impossible without a better picture. If you start researching stink bugs that lay eggs on wheat though, you might be able to narrow it down.
Awesome! Any suggestions for a genus if possible?
These do look like nymphs. They're difficult to make out, but judging by their body shape and the shape of the eggs, I would say that they're stink bug nymphs, in the family Pentatomidae.
