Description:

roundish looking slime or eggs, fungus... idk. a lot of it though.

Habitat:

a shallow pond, just below the surface.

pff like i believe for a second this stuff isnt slimy. jk
I'm not 100% on the ID, but it is definitely one of the globular algaes. Several of those are harmful and can build up toxins in the water. Ohio Sea Grant and Ohio EPA have some good fact sheets. Keep kids and pets away until you ID it.
