Definitely a juvie Red-tailed.
Great spot! Welcome to Project Noah Magen!
Can't see if it has a striped tail, but belly-band is a pretty good indicator. I love the stripes on the head! That's unique! That's what makes me question Red-Tail...but pretty sure!
That's possible too...the face is what is throwing me off...goofy is a great way to explain it. I even thought owl as a possibility at first, but I don't see any owls colored in this way in the area.
Looks like a goofy juvenile Red-Tailed hawk to me!! Nice shot!
