This is a Mantid Fly. It belongs to a family of insects with lacy wings and modified grasping forelegs resembling those of mantises. https://en.wikipedia.org/wiki/Mantispidae I suspect this one is in the genus Dicromantispa. http://bugguide.net/node/view/71673
