Spotted at the local seabus terminal. Dove underwater and surfaced quite a distance away.

I'm sorry... I misread your location. I was thinking you were in Europe (I think my brain saw "British" and translated it to "Britain".) Sorry about that. I agree with Liam - this is a Double Crested Cormorant.
Actually, the Great Cormorant's range doesn't extend to BC. This is a Double-crested Cormorant as Rob suggested. Double-Crested Cormorants are New World birds and only extremely rare migrants in your area. This is a Great Cormorant (Phalacrocorax carbo). Thanks for sharing!
