Definitely a Chipping Sparrow, a nonbreeding adult molting into breeding plumage.
It's a sparrow. The poor little thing has a huge tick on its head. I think it's a Chipping Sparrow (Spizella passerina) or it may be a Swamp Sparrow (Melospiza georgiana.)
