Might be a Delta sp., but for me not Delta pyriforme pyriforme, markings are different, but anyway tricky to see in these pictures.

What a wonderful spot! I have a little pot I found on a wooden frame, and have always wanted to find a wasp with her pot. Lucky you!
This is a potter wasp (family Vespidae). I don't know the species...But a related species is seen here http://www.brisbaneinsects.com/brisbane_wasps/MudDauber.htm Yours will have a distribution range that Includes your part of India...
