Notes:

The third picture in this series is what initially caught my eye, and I thought it was a dead leaf that somehow got attached to the rusted beam over the information booth at the Skokie Scupture park. I turned around and noticed the bush had similar looking dead leaf cocoons. I'm not sure but I think these are Bag Worm Cocoons. I'm hoping someone can confirm. The bush they were on had berries that were black (see fourth picture). There were about 18 on the small bush.
