Description:

A comparatively large case of a bagworm moth (case moth), Family Psychidae. The caterpillar larvae of the Psychidae construct cases out of silk and environmental materials such as sand, soil, lichen, or plant materials.Bagworm cases range in size from less than 1 cm to 15 cm among some tropical species. Each species makes a case particular to its species, making the case more useful to identify the species than the creature itself. http://en.wikipedia.org/wiki/Bagworm_moth

Habitat:

Spotted attached to ornamental vegetation in a large semi-urban yard & garden near a disturbed patch of remnant lowland forest.

Notes:

Use of large pieces of dessicated palm (?) leaves on the outside of the structure made this the largest case I've encountered (about 7cm length).
