I thought it might have been a bit small (but then it was so far away). And I had actually looked at the list of parakeets. I think you may be right on this one.
This one is too small for the Mealy Parrot. White beak, white halo around the eye and some brownish at the back would fit for Brotogeris jugularis, Orange-chinned Parakeet.
