Hi Brenda and welcome to Project Noah. Something is strange about your spotting so far.. I can't see your location map and some other info so I can't tell what part of the world you are in. Are you using an app on a phone maybe? These insects make me think male solitary bees going by what they are doing.. I don't know of any wasps that would camp out like that.

Bees? Wasps? Lots of them sleeping on our two young elderberry plants this morning!
