I put my $ on female red-eared slider. It's the most commonly seen turtle in my state and I've probably spotted thousands of them. I'm sorry you have to put up with them in CA.
It looks like a red ear, except I'm not seeing enough red... maybe a cooter? It doesn't really look like a painted turtle to me

I am trying to study red eared sliders at this pond. Tired to capture as many markings. i was really interested in seeing it's tail.i have not really found a description of it's tail on the internet yet. This one really enjoys watching all the waterfowl splashing around. Waterfowl really take a long spashy bath!
