Nice capture! The great blue heron has red-brown feathers on the upper leg while the grey heron has white feathers. In this picture you can see the white feathers clearly, so in my opinion this must be a gray heron (Ardea cinerea).
I thought it would be Grey Heron (Ardea cinerea) because of range.
There is also a grey heron in Tanzania so do a little more checking before you name this spotting. I just Google the country and the kind of bird I think it is to get pictures.
