I believe this is the shed exoskeleton of some sort of cicada? Someone has also mentioned it might be a dragonfly?

Definitely not a cicada. It is the empty shell of a dragonfly nymph. It reminds me of that of a Cruiser, but I couldn't say for sure. http://bugguide.net/node/view/301/bgimage
