They're (Slate-colored) Dark-eyed Juncos, most likely Junco hyemalis hyemalis in your location. Eastern Phoebes have longer, notched tails and longer, thinner, black bills.
They look more like phoebes than juncos to me.

Most probably the pair is Eastern phoebe
