Ya, definitely a Swainson's Hawk fosho.
Thanks so much for the ID and the info Liam!
Both Ferruginous and Rough-legged would be feathered down the tarsus to the feet. Proportions and facial markings don't match for Peregrine Falcon. This is an immature Swainson's Hawk.
