A topiary design or the tree shape is like this?
I have seen quite a few of such conifers in South California

The shape is a pruning style called pollarding. But identification will depend on seeing the needles. Yews aren't uncommon choices for pollarding, but they aren't the only coniferous option.
On the first sight I thought, that are mistletoes. On the second one it´s clear, that it´s the tree itself. Great. But no clue about what tree it could be.
