Thank you @BugEric you have no idea how long I've been searching as to what kind of beetle this was, The Sand Chafer that's it! They are very annoying little beetles that like to swarm us in early July while on vacation with family in West Northern Nebraska
Your beetle is wa-a-a-ay smaller than a "Little Bear."
