Nice spotting! That's a beautifully-colored light red-tailed hawk! The typical scream you hear on TV when a bird is soaring is the red-tailed hawk scream...they use it for everything! (my little pet peeve)
Agree with Red-tailed Hawk. This is the nominate subspecies (Buteo jamaicensis jamaicensis). The dark patagium and red tail aren't found in any other raptor in your area.
This photo shows a hawk with a short tail, reddish in color. Cooper's Hawks have a different tail shape. Their tails are relatively long with stripes and a rounded tip. The body shape of this bird is consistent with a Buteo. Its underwing linings are also consistent with the eastern subspecies of Red-tailed Hawk with the prominent dark leading edge.
