Woods in suburban area in northern GA

This is an adult, we know this because it has wings already. It belongs to insect order= diptera (2 wings instead of the usual four that define an insect) Diptera include all true flies, mosquitoes, gnats and midges. Yours is a midge and most of them don't bite.
