Accipiter cooperii

With the square head and pale nape, this is most definitely a Cooper's Hawk. The tail is too long for any buteo and Broad-winged Hawks (Buteo platypterus) have not yet migrated as far north as Illinois.

I'm going to guess Cooper's Hawk because of the longer tail. But just a guess.
Maybe a Broad-winged Hawk or a Cooper's Hawk? Try to listen for its call and compare: http://www.allaboutbirds.org/guide/Broad-winged_Hawk/id
