At first I thought it was a rose bush but the flowers when open do not look like a rose

Try using http://gobotany.newenglandwild.org/ for an ID. I've been trying to ID some roses recently, and you need to look at where the thorns are (main stem, smaller branches), the stipules (little leaf-like parts at the base of the leaf stalk), the shape of the thorns, and a few other details! Roses are tough - there are hundreds of them!! I think this is rosa rugosa.
