Only 1st winter birds show the terminal band as far as I'm aware. As far as color goes, I'm not sure it would be a reliable field mark, given the feet are in the shadows.
Brown-headed gull would have red feet and a dark band on the tail.
Black-headed Gulls (conveniently) show white on the two outer primaries. This bird may be a Brown-headed Gull.
