I found similar cocoons here http://slideplayer.com/slide/6025975/, https://extension.entm.purdue.edu/fieldcropsipm/insects/alfalfa-weevil.php, http://www.alfalfaipm.ento.vt.edu/Alf_Weevil/Alf_Wvl_Stages.html ... so I thought it might be Alfalfa Weevil. But it's true, I didn' t check other species of genus Hypera.
I looked up the Alfalfa Weevil pupa in a cocoon & I think you are RIGHT!!
