Description:

Can anyone tell my what's eating my maple tree in new York. It appears that an insect is eating the surface wood under the bark.
I have not caught the insect red handed I just see the damage after the bark falls off

I'd guess it is caused by larvae of Longhorn Beetles. The larva typically feed under the bark of dead or decaying wood. I doubt that they are causing any damage to the tree but are just feeding on limbs that are already dead or dying.
