Fulgoroidea, again a planthopper, family is tricky, reminds me somehow of Issidae?? http://www1.dpi.nsw.gov.au/keys/fulgor/issidae/index.htm All are US bugs! Just for illustration of Issidae. I am not 100% sure about the family!
