Thanks forestdragon, I will follow your lead and see what I can find.
It looks like a whitefly. Similar to the Greenhouse Whitefly (Trialeurodes vaporariorum)but not exactly. http://www.ozanimals.com/Insect/Greenhouse-whitefly/Trialeurodes/vaporariorum.html
