Description:

Recently hatched tiny little toad/frog smaller than a penny. Very dark brown in color with dull, bumpy skin.

It's a recently metamorphed toad, you can't ID them when they are this tiny though. You only have two toads in range and they are the same genus, so best to leave the ID at toad with scientific name being Anaxyrus sp. The two species in your range are America toad and fowler's toad.
