Thank very much Argy Bee. Now I know that this is lichen.
This is a Cladonia lichen. C. rangiferina, reindeer lichen (aka reindeer moss) is very common and widespread: http://en.wikipedia.org/wiki/Cladonia_rangiferina
Beautiful stuff. I think a coral fungus type.
