Probably it is Cladonia cristatella, the typical "British soldier". The fact that is growing on dead wood supports it. But Cladonias are really difficult to identify and many times microscopy is needed. There are a few, at least here in Europe, that are very similar like C. floerkiana or C. macilenta but I do not know if you have them in USA. We do not have C. cristatella here in Europe.
Yes. There are a few cladonias with red caps, each with the word "soldier" in the common name. I don't know how to tell them apart.
