My suggestion is for the midge responsible for this strange growth, if you would like to know more, check out this spotting, http://www.projectnoah.org/spottings/39166002 If you accept my suggestion should be moved to arthropods, or you can keep it under plants and simply label Solidago, not sure would be able to ID to species level.
