There are many species of Gulls throughout the world, some only live and breed close to the sea and all of these can be loosely termed Seagulls. Other Gulls live almost anywhere, not necessarily close to the sea but on inland rivers and lakes, so it would be less true to call them Seagulls as they may never go near the sea.
