Chironomus is a genus of non-biting midges in the subfamily Chironominae of the bloodworm family, Chironomidae.

Unfortunately the image may be too small to get a definitive i.d. - There are over 800 species in the U.S., so these can be difficult. Sorry I can't be of more help :(

These plumose antennae are characteristic to male Midge flies & mosquitoes (Culicidae).
